2fdc9c8169ea
extract the three-state relay choice into one SyncModeSelector so Settings and the pairing surfaces cannot drift: exact disclosure line, radio-group semantics, and an empty private URL field that says sync is paused instead of quietly using the public relay (v4.2.3)
