feat: sync no longer Pro-gated + Pro license transfers during pairing — anyone can attempt pairing; a Pro device advertises its signed license in PAIR_IDENTITY and the peer activates it (signature-verified) after SAS confirm, either direction; Settings shows Free/Pro + 'one device needs Pro' note; bump 4.0.12→4.0.13
