fix: Codex restore preserves stringified slot payloads + bootstrap native sync runner from popup (v3.6.98)

- codex-handlers: pass slot JSON strings through unchanged so unlockFromCodex sees a parseable blob (regression: double-stringifying made the restore reject the blob as unreadable) - codex-handlers.test: cover the stringified-slot pass-through path - sync-trigger: move state to globalThis so the runner survives module re-evaluation when popup and SW share a process - messages.ts: lazily import productionSyncRunner + hydratePersistedSyncState on native startup - App.tsx: register the same runner on native popup mount because Android runs the SW in-process - bump version to 3.6.98 in package.json + lockfile
