feat: Add native accept rate limit and audit sign-off (v2.13.26)

- Add AcceptRateLimiter (per-IP HashMap, ACCEPT_MIN_INTERVAL=1s, prunes >60s) - TCP accept loop drops attempts arriving faster than the min interval before any handshake work - Cover blocked-repeat-and-independent-IP path in a synchronous test - Audit sign-off recorded in CONTINUITY: zero-key/log/network/0o600/mDNS/random-port/trust/pairing all confirmed; rate limit was the remaining checklist gap and is now addressed - nativeMessaging still absent — gate removal will be a separate deliberate save Verification: cargo check/test 28/28 native, npm typecheck, npm test 281/281, npm run build clean.
