feat: Add native sync host control messages (v2.13.7)

- Parse native host stdin JSON and write structured responses/errors - Add identity, trusted-device, and identity-rotation control messages - Cover trusted-device message flow and rotation clearing trust in Rust tests Verification: cargo check/test with external target dir, npm run typecheck.
