feat: Add native sync trust store and rotation (v2.13.5)

- Persist trusted device records for native sync pairing - Add sync identity rotation that clears trusted devices - Add Rust coverage for trusted-device persistence, real-key Noise handshake, and wrong-key rejection Verification: cargo check/test with external target dir, npm run typecheck.
