docs: rewrite Kepr Builds section to match reality — there is no server-side building anymore. Builds run on your machine via koh offer --builds (driven by the kepr.build trigger); the instance only stores + serves uploaded artifacts. Removed the server-side 'build sandbox' (bwrap/nix-shell), server toolchain acquisition, and 'configuring builds in ops' (resource limits) sections; collapsed 17b's server-side-vs-local table into the single local path; updated auth note to browser cli-auth (sessions now persist); fixed manual-trigger + section-18 'server-side build' remnants; v1.55.16
