add POST /api/repos so koh offer wizard can create repos (v1.55.33) The koh 1.27.0 offer setup wizard POSTs /api/repos to create a repo page; kepr only ever created repos lazily via ensureRepo on first offer/negotiate, so the wizard 404'd. New apiCreateRepo handler parses {name,description, details,categories}, authenticates with the offer-acceptance gate (operator always; contributor only when accepts_offers), 409s on an existing name, inserts via db.createRepo with the real created_at, sets metadata, and stamps the creating key's handle as page owner. Adds db.createRepo + a round-trip test.
