Kepr strip (foundation): add repo_purged_paths table (schema.sql + idempotent EXTENDED_SCHEMA_SQL migration) — the server-side .kohignore equivalent, since kepr strips .kohignore from manifests and can't edit it server-side. db helpers: addPurgedPath (idempotent), listPurgedPaths, pathMatchesPurge (exact-or-dir-prefix, not siblings), pathIsPurged; pure match test green (v1.56.184)
