Kepr strip (enforcement): purged paths now stay purged. Serve-filter — generalize manifest.filterRawManifest with a purged[] param (drops files matching a purged path exactly or as a dir prefix); read.zig loads the repo's purged list and passes it so steal/snapshot never serves a purged entry (callers in bundle.zig pass &.{}). Ingest-block — manifest.dropPurged + wired into both api.zig ingest paths (offer complete + acceptPending) so a re-offer or queued-offer accept gains no object_refs/line-count/diff for purged paths. Tests for filterRawManifest+purged and the round-trip. Suite green 487+2 (v1.56.187)
