admin phase 6 (v1.56.76): review island live at /admin/review — recovered ops apiReviewList/Detail/accept/decline into adminApiReview* (two-panel queue+detail, on-demand heuristic findings + unified diff from the stored manifest); ACCESS SPLIT (flagged for M4): GET review/detail are operator+team per the spec Access Model, but accept/decline stay operator-only since they land/reject contributor code — team can triage but not exercise repo-write authority; decline reads form field 'reason' to match the admin-api client (ops read 'note', reconciliation #2); island hides actions for non-operators via data-operator flag; resolved the deferred FetchedPending TODO (review is now a 2nd live consumer, fields not stale) and repointed the two review-subsystem /ops doc-comments (pipeline.zig, diff_render.zig) to /admin/review
