wire secret-scan triage into the health panel: list/ack/false-positive/restore endpoints over the existing secret findings db layer, a findings list with per-finding actions, and make the secrets+trust signals count only untriaged ('present') findings so acknowledging a secret actually clears the warning (v1.56.233)
