gate contribution review on accepts_offers not is_public: review list/detail/accept/decline + attention counter no longer hard-block on instance discovery posture, so offers can be reviewed on a private-but-accepting instance (accept_offers=true, public=false); not_public 404s become contributions_disabled 403s; add regression test locking the unified-model assumption (v1.56.154). musl ReleaseSafe + zig build test green except 3 pre-existing failures in untouched files (known team-tier 401, 2 notification-pref tests)
