fix: apply safety.isExcludedFromScan in the public safetyJson scan loop so the scanner's own source (heuristics.zig homoglyph/bidi test fixtures), tests, fixtures, vendored code, and build outputs never appear as public code_findings — matches trust.scanManifest; kills the chronic self-scan false positive on the public safety panel; v1.55.7
