fix offer-ingest CPU spin/503s — StreamingParser.readMore now does one readVec + treats 0/EndOfStream as EOF instead of readSliceShort's fill loop, which pinned httpz workers forever when an offer body is smaller than one chunk (httpz lazy reader signals EOF via 0, not EndOfStream); add zero-EOF regression tests; bump to 2.0.16
