Phase 3d: delete safety.zig's now-dead shared primitives (isExcludedFromScan, isHighEntropy/shannonEntropy/ENTROPY consts, isKnownNonSecretContext, containsUuid/uuidShapeAt) + their 19 unit tests — all moved to safety_core, 0 callers. Re-point the last caller (server.zig public safety panel) onto safety_core.isExcludedFromScan. Kept kepr-local: isLockfile + hasPathComponent (used by isExpectedBinaryPath), binaryBlobInSource, isAlwaysSafeUrl, build/supply/provenance. In-repo safety consolidation complete: one detector, three impls collapsed to safety_core. Suite green 468+2 (v1.56.190)
