feat: Enable nativeMessaging permission (v2.13.27)

- Add nativeMessaging to manifest.json permissions - Add nativeMessaging to manifest.firefox.json permissions - Coordinator/transport adapter can now reach connectNative at runtime; install-time native host manifest comes in phase 9 - All call sites still gate behind Pro + unlocked + explicit user-initiated sync Verification: npm typecheck, npm test 281/281, npm run build clean.
