feat: Add native sync trusted device foundation (v2.13.5)

- Add persisted trusted-device records and identity rotation cleanup - Cover trusted-device persistence/removal, real-key Noise handshake, and wrong-key rejection - Keep nativeMessaging disabled while pairing/trust enforcement remains unfinished Verification: cargo check/test with external target dir, npm run typecheck.
