add the binding mechanism: 'this program understands <lib>' decl + a RAW lexer mode that captures a 'by hand:' precision section verbatim (sealed raw C); emitter discovers the library, emits #include + a //vision:link directive (-I/-L/-l), and drops the by-hand block in unchanged. Links against libsndfile; Rung 1/2 oracle unaffected
