Phase 3b: re-point review/heuristics.zig scanFile onto safety_core.scanSource for the shared verdict (credentials/entropy/hex/bidi/homoglyph/private_key), mapped via fromCore (code @tagName + severity); delete the duplicate detectors matchPrefixedToken/hasHighEntropyToken/containsBidiControl/containsHomoglyph/isMetadataLine + their unit tests (duplicate pattern set #1 of 3, gone). Keep kepr-local: binary/archive/null_byte/long_line (scanLongLines), scanZigSpecific, classifyUrlContext, scopeCoherence. PEM test now asserts private_key+body; svc test fixture aligned to law §8 test-context. Corpus 2/2 + suite green except pre-existing profile-heart (v1.56.183)
