add proper flake.nix + flake.lock for kepr (package builds kepr via zig with the vendored zig-pkg cache seeded so the sandbox needs no network; devShell; nixos module); build.zig reads KEPR_TARGET via b.graph.environ_map instead of std.c.getenv (no libc-in-build-runner, which the Nix-sandboxed zig rejected). Verified nix build on Kyoshi. bump v1.39.19
