repo header/profile layout: (1) move the koh steal chip out of the tabs row into the ATLAS band, right-aligned under the bundle link (.atlas-steal); (2) operator op-strip becomes a vertical toolbar pinned top-right of the header (.repo-head--op reserves a 184px right gutter only for operators; flows back inline <=760px); (3) profile op badge is now a clean amber mono '◈ instance operator' label (block, aligned) instead of the misaligned outlined chip; v1.55.19
