strip the server-side Kepr Builds config from ops: remove the BUILDS card (config editor + platform chips + run history) from RepoDetail, its signals/functions/CSS, the dead builds/buildDetect/buildSaveConfig api methods + Build* types, and the /ops/api/repos/:name/builds config/detect/log routes (runner is gone; releases still come from koh offer --builds via releasesUpload + public builds.json). rebuild+embed ops SPA; bump v1.39.23
