merge the public safety + trust tabs into one (they showed the same trust.json analysis): drop the safety tab + #panel-safety, fold the live Layer-1 code-findings detail + sbom.json link from SafetyPanel into TrustPanel, delete SafetyPanel.tsx + its registry entry + dead safety-* CSS; keep the ◈ trusted signal as-is; update renderRepoPage test; bump v1.39.24
