refactor: lift build-sandbox helpers (nix-shell/bwrap/zig + NIX_PATH + launcher resolve) from ops.zig into builds.zig as pub fns so CI can reuse them; ops.runBuild now calls builds_mod.* — build path unchanged, tests green (v1.31.41+ wip)
