v1.28.3: bump the VERSION file to 1.28.3 — koh's authoritative version is @embedFile("VERSION") (build.zig:23), not build.zig.zon, so the prior save (which bumped only the zon) still compiled + would publish as 1.28.2. koh --version and koh offer --builds now both report 1.28.3. Fresh binary installed to ~/.local/bin/koh via deploy-local.sh
