koh offer/offers derive the offered repo name from the LOCAL project (stored project_name or dir basename) when the remote URL is a bare host — was using the host as the repo name (kepr.uk is not on kepr.uk). New Repo.offerName + kepr.urlHasRepoPath; targetRepoName takes project_name (v1.18.3)
